I think if he believe in Allah then he is a Muslim , marrying him if you like him and think he is good except for praying , people change , I know many people who weren't praying then they became regular in praying , keep talking with him about it and don't give up. If this is meant to happen.. it will and Allah will give you when is right and good for you.. if not, Allah Al mighty and most merciful will let no harm be done to you...
